That's on top of the city's official CAAP "guaranteed income" program. Prove you live in the city and are "indigent" and they give you about $600 a month, on top of EBT, housing assistance payments, and federal SSI or disability payments. And it is STILL not enough to live on in Baghdad by the Bay, where an "average" house can cost $3 million and a "cheap" apartment is $3000/month. So most people who qualify end up camping on the sidewalk anyway.
