Cabayi, an admin that is obsessed with sockpuppetry and hounds other users

Most of his edits don't involve actual articles, but technical edits and SPIs. Recently, he hounded an experienced user off Wikipedia, because that person made some IP edits. They disclosed that they edited while logged out, but it did not matter: https://en.wikipedia.org/wiki/User_talk:Wizzito

Interestingly enough, his userpage says "Admins - Feel free to revert any of my admin actions without consulting me (we're all trying to enforce the same policies), though I'd appreciate a heads-up (I want to know where our opinions differ and learn from it)." He seems to be more supportive of his own actions compared to the users that he goes after.
There is a long story with this admin and myself. Personally, he should have also edited the article that I was disputing, instead of berating me over working with others that I found off-wiki (it can be very hard to contact other Wikipedians for help, as many are way too busy). Best solution is to rarely edit Wikipedia it seems.
