I dunno....there's an old joke that LA is "Chicago with palm trees", same kinds of governmental corruption/incompetence, same sort of "policing", and the same sort of racial bigotry and so forth. I'd EXPECT the "great leaders of that great city" to do batshit things. Only very unpleasant or crazy people would want a job running that mess.
