You're not crazy, he's done similar things before, and other Wikipedia insiders have also pulled dirty tricks. Lots of them.

Look at this, an IP user with nearly 500 edits - varied too. Mostly content edits, but also noticeboard dramaz edits too. They were even praised several times by different users (rare for even users with 1,000 edits). Later the IP decided to close a question that had been answered. What was Bbb23's response? Blocked for a month of course!

Admin RoySmith tried to create a test account, but it was blocked by Bbb23 because Bbb23 is an absolute idiot. Even other admins can't stand him.

Is there a party line on the relationship between UCoC and CIR, or are they just letting the blatant contradiction go unexplained?

Brilliant! That way, if you don't like someone, you always have a way to decide that they did the wrong thing, regardless of which approach they chose.

Dunno, I just think it's funny that Bbb has such a talent for enraging people. Suspect that is a part of why the insiders put up with his abuses--they sit around and chortle as some nobody gets banned and goes to the forums to throw semi-coherent fits. Clearly doing it partly to generate "lulz". (Tell me again that Wikipedia is "better" than 4chan or KiwiFarms.)
