a quick peek at Template:Graphs disabled shows that only one mainspace page is displaying the template. maybe they managed to implement charts as a replacement. the Phabricator page is very quiet lately.

I poked around a bit for examples of their switch to Apache eCharts. Damned if I can find any evidence it's being used on live WP or Commons pages today. Lots of talktalktalk, not much fixing.
This is how MediaWiki was always "developed" in the past: in a thrashing, semi-competent, but little-discussed manner outside their inner circles. With a weird overlay of paranoia and secrecy. Other major open-source developers (FSF, Linux Foundation, Mozilla etc.) have their problems but MediaWiki makes them look STABLE by comparison.
The primary developer behind this Charts plug-in is WMF employee Roan Kattouw. He's been working on MediaWiki for seventeen years. And I'm really not sure he's "improving" anything. Feel free to disprove my statement.
