Probably so, but as usual: we will never know what the hell is actually going on here. The original "Wikipediametric" arbitration was "settled" in December 2009. Yet nothing changed. Piotrus should have been banned PERMANENTLY. But noooo, he was banned for 3 months and resigned his admin power. Tried an RFA in 2013 and failed. Tried another RFA in 2014 (with Cirt nominating him!) and failed again. Dragged to Arbcom repeatedly since 2006. The guy is literal poison. So why is he still "tolerated"?
