Journalist Anatoly Shariy was added late last year to the list, without a username attached. I'm not connected to this individual but he does not appear to have violated their terms of service or pose a threat to their users.
Let's assume Wikimedia's bio here on Anatoly is correct and he's a racist or treasonous to Ukraine or whatever, how is that worse than someone who runs concentration camps or the millions of people with terrible records. In other words, why not ban Kim Jong Un or whatever instead of Anatoly as likely both never touched Wikipedia.
Additionally, what is even the point of these bans? Were dysklyver, Jake Christie, and Lomax worse than serial murderers or actual abusers? As far as I know Jake, unless I'm confusing him of someone else, was only photographing Wikipedians at a public library.
The only thing the Wikipedia -interested community learned from the Lomax ban was to harass and stalk him for about a dozen years, in other words, actually abusing him. I don't know Anatoly so I can't say for certain he is not a terrible person, but Wikimedia's own bio of him says a lawyer and his own sister was abusing him, and Wikimedia decided to simply attract more potential abusers to him, for... what reason?
How is Anatoly supposed to know he's banned by name? If he edits the wiki, there is no ID check like that of a bar or club.
