17-year old Nahel apparently got a job as a pizza delivery driver without having a driving license, which usually costs around €1000 to get in France. If you fit a certain profile (cf. délit de faciès), police will apparently shoot you for this, if you "refuse to obtemperate". (§).

He might have been, but most of the officers who have involved in similar acts have stayed or even been encouraged by the government.
